The Layout of the city reflects wealth and status – the higher the tier, the more money and prestige. But while anyone can walk the streets and climb higher, in reality money protects its own so long as its useful.
Brigandy_Bay.jpg Brigandy Bay While Baltimus is the center of legal commerce, Brigandy Bay is the hub of illicit cargo. There is little distinction in social status, and even a Captain on land is little more than another person with a bit of extra coin. Here a man or woman is judged by what they are and not by what they own. Even the layout of the town reflects the “flat” level of social status – the town is generally on a flat semi circle spread of coast in the bay.
Kiera.jpg Kiera The terraces of this city are very symbolic of its society. It is not driven by wealth but by historical privilege. Just because you get a bit of money or favor does not mean you get to walk among your betters. All social structures are raised to maintain this arrangement.
